Having only just finished surviving the last BMSB season, the new one is almost upon us. This time around the scope has been greatly expanded and the period changed slightly.
It now covers sea freight consignments that depart from the 1 September 2019 and that are arriving up to 31 May 2020.
While the targeted high-risk tariff classifications have not changed, the number of targeted high risk countries has expanded from 9 to 32. The significant additions are Canada and a far greater spread of European countries.
SCC has built a BMSB decision tree (refer to diagram) to assist clients which includes links to the Dept of Agriculture’s website for more detailed information.
It is vital to understand that if treatment is required, offshore treatment is the preferred pathway to be taken as there will be long delays upon arrival to get containers treated onshore.
Part container loads (LCL) will need to be treated offshore by the packing agents at the full container level, and if this does not happen then they have to be treated as full containers upon arrival before the container can be unpacked.
It is the little things that could see your orders becoming targeted for BMSB treatment, such as hand tools, razor blades, nail files and buffers, nuts & bolts, lamp bulbs, glassware and crockery, just to name a few.
If you have any concerns, we strongly recommend that you send our customs department a copy of your purchase order BEFORE you send it to your supplier so that they can advise you of any potential issues. It could mean a small part of the order coming by air to save you time and money on the whole order being treated.
